I bet the steering on one of those tractors is a lot harder on piston seals than a loader would be. Hopefully someone more into tractor hydraulics than I am will give an opinion.

If it only has power assist in one direction it usually out of adjustment. Disconnect linkage to valve and move valve up and down, see what happens.
