To fix the boom properly you would have to take it off the machine put it on a concrete floor which you can level both pieces and square them up. If you are taking the boom off you might aswell stick a used boom back onto the machine.

Then I'd V out the cracks and weld it up with some 7018s. Then I'd grind down those welds and weld 4 big fish plates, one on each side of the boom, over the broken area with some more 7018s.
